PSE Mark Scheme
PRODUCT
PSE Mark scheme regulates 454 electrical / electronic appliances and components. PSE
Products consist of two groups;
1. Specified
Products (SP) - 115 items
Diamond PSE

2. Non-Specified
Products (NSP) - 339 items

and NSP are subdivided into the following 20 product categories:

Product name may not be the
same as those commonly used in the field or UL Standard. It is recommended to
consult with PSE staff to determine the applicable product name used in the
lists.
NOTIFYING SUPPLIER
In
order to market SP or NSP in Japan, manufacturers/exporters must establish
parties who reside in Japan and hold the responsibility imposed by
the law. This party is referred as Notifying Supplier because they need to
notify METI about starting PSE business. Notifying Suppliers can be
manufacturers, importers, corporate, and/or individuals.
CONFORMITY ASSESSMENT BODY (CAB)
Conformity Assessment Bodies are testing laboratories registered by METI under
DENAN. CABs are the only parties who can issue a certificate for SP.
CERTIFICATE
Notifying
Suppliers must obtain a certificate to market SP in Japan. CAB issues a
certificate after completion of the factory inspection and the product
evaluation. Factory inspection is needed per factory/product category. Follow-up
inspection will be required in every 3, 5, or 7 years depending on the
certificate validity per PSE. Product evaluation covers both safety and
EMC. One certificate can cover a group of modes, which fall under the same
parameters (Type Classification) set by METI. Validity of the certificate can
be 3, 5, or 7 years depending on the product. Re-evaluation of the product
will be needed at the time of renewal. Certificate is optional for NSP.
However, certificates issued by a
third party are commonly used in Japan as proof of compliance with standards.
NSP evaluation does not involve factory inspection.
RESPONSIBILITIES
I. For SP and NSP:
A. Notifying Suppliers are
responsible for:
1.
submission of Business Commencement Report1) to METI,
2.
confirming the products comply with standards2),
3.
affixing PSE Mark3) on the products, and
4.
submission of product inspection records
to METI upon request, etc.
1)
Business Commencement Report covers information of Notifying
Supplier, manufacture and products. The report must be prepared in Japanese
in accordance with format set by METI.
2)
Standards are either the METI DENAN Ordinance Article 1 (conventional
Japanese technical requirements Appendix 1 ~ 9) or Article 2 (IEC Standards
with Japanese national differences), and CISPR based Electromagnetic
Interference (EMI).
3)
PSE Mark must include PSE logo, Notifying Supplier name (or
registered abbreviated name or trademark), and electrical ratings. In
addition, label for SP needs to carry CAB ID.
B.
Manufacturers are responsible for:
1.
conducting
product inspection (100% dielectric strength, continuity, appearance, etc.), and
2.
maintaining product inspection records for three years, etc.
II.
For SP only (in addition to I. above):
1. Notifying
Suppliers must obtain a certificate issued by CAB.
2. Manufacturers
must maintain test equipments outlined in DENAN.
PENALTIES
DENAN is mandatory national law. METI penalizes Notifying Suppliers for violation. Penalties include:
- One year maximum imprisonment and/or 100 Million Yen maximum fine when Reporting Suppliers do not follow METI's
order to cease the use of PSE Mark, or recall products.
- One year maximum imprisonment and/or 1 Million Yen maximum fine when METI
finds illegal use of PSE Mark, or products without PSE Mark.
