DENAN Scheme

PRODUCT

DENAN regulates 453 electrical / electronic appliances and components (DENAN Products). DENAN Products are divided into two groups;

  1. Specified Products (SPs) - 115 items
  2. Non-Specified Products (NSPs) - 338 items

The two main DENAN Product groups are subdivided into the following 19 product categories:

  1. Rubber Insulated Wire and Cables (12 items)
  2. Plastic Insulated Wire and Cables (19 items)
  3. Metal Conduits (7 items)
  4. Metal Conduits Fittings (11 items)
  5. Plastic Conduits (3 items)
  6. Plastic Conduit Fittings (9 items)

  8. Enclosed Fuses (4 items)
  9. Thermal Fuses (1 item)
  10. Wiring Devices (57 items)
  11. Current Limiters (2 items)
  12. Transformers and Ballasts (14 items)

  15. Electric Motor-Operated Appliances (149 items)

REPORTING SUPPLIER

In order to market DENAN Products (Specified Products and Non-Specified Products) in Japan, suppliers must establish parties (Reporting Suppliers) who reside in Japan and hold the responsibility for the safety of the products.

Reporting Suppliers can be manufacturers, importers, corporate, and/or individuals.

CONFORMITY ASSESSMENT BODY (CAB)

Conformity Assessment Bodies (CABs) are the testing laboratories, which are in conformity with the requirements set by Ministry of Economy, Trade and Industry (METI). Conformity Assessment Bodies are the only parties that can issue a certificate for Specified Products.

CERTIFICATE

Reporting Suppliers must obtain a certificate to market Specified Products in Japan. Conformity Assessment Bodies issue a certificate after completion of the factory inspection and the product evaluation. Factory inspection in needed per factory/product category. Follow-up inspection will not be required. One certificate can cover a group of modes, which fall under the same parameters (Type Classification) set by METI. Depending upon the product, the validity of the certificate can be between 3 to 7 years. A re-evaluation of the product will be needed at the time of the renewal of the certificate.

RESPONSIBILITIES

 

I. For DENAN Products (SPs and NSPs):

    1. Reporting Suppliers are responsible for:
      • submission of DENAN Business Commencement Report1) to METI,

      • confirming the products comply with the DENAN Standards2),

      • affixing PSE Mark3) on the products, and

      • submission of product inspection records to METI upon request, etc.

      •  
        1. DENAN Business Commencement Report includes information of Reporting Supplier, manufacture and products. The report must be prepared in Japanese in accordance with a format set by METI.
        2. DENAN Standards are either the METI DENAN Ordinance Article 1 (conventional Japanese technical requirements) or Article 2 (IEC Standards with Japanese national differences), and Electromagnetic Interference (EMI).
        3. PSE Mark must include PSE logo, Reporting Supplier name (or registered abbreviated name or trademark), and electrical ratings. In addition, a mark for Specified Products needs the CAB ID.

    2. Manufacturers are responsible for:
      • conducting product inspection (dielectric strength, appearance, etc.), and
      • maintaining product inspection records for three years, etc.

         

II. For Specified Products only (in addition to the I. above):

    1. Reporting Suppliers must obtain a certificate issued by Conformity Assessment Bodies.
    2. Manufacturers must maintain test equipments required by DENAN.

PENALTIES

DENAN is the mandatory national law. METI penalizes Reporting Suppliers for violating the requirements outlined by DENAN. Penalties include:

  1. One year maximum imprisonment and/or 100 Million Yen maximum fine when Reporting Suppliers do not follow METI's order to:
    • cease the use of the PSE Mark, or
    • recall the products.
  2. One year maximum imprisonment and/or 1 Million Yen maximum fine when METI finds:
    • illegal use of the PSE Mark, or
    • DENAN Products without the PSE Mark.
